GitHub Gives Triagers a Cleaner Way to End Pull-Request Noise
Repository moderation no longer needs the same permissions as code changes. GitHub's October 8 updates let triage-role users archive pull requests and let maintainers count drafts toward PR limits. The useful distinction is between stopping queue noise and granting authority over the code itself.

What happened and why it matters
Permission design improves when routine moderation is its own role. State transitions still need readback: unarchiving a conversation is not reopening the pull request.

Archiving changes more than the label
GitHub says triage and higher roles can archive PRs. Archiving closes the PR and blocks new comments, reactions and automated comments. Archived PRs are hidden from public view and visible to administrators. Unarchiving restores activity but does not reopen the PR.
A moderation checklist should therefore record both conversation state and open or closed state. A successful unarchive action cannot be used as evidence that review has resumed. Keep a reason for each action in the project's normal moderation record.
Draft intake is a separate control
The companion update allows configured limits to include draft PRs, which previously could bypass the user limit. It targets the intake side of queue clutter rather than changing archive permissions.
Review both controls with maintainers: who may moderate existing submissions and how new submissions are bounded. Neither setting establishes the quality of a contribution. The tool-policy analysis makes the same distinction between reducing a system's action surface and proving its output correct.
