A container can ship before the assistant experience

Microsoft says MXC is generally available on Windows 11. It places Windows HydraFusion routing in an experimental preview later in October and says Copilot hybrid features will begin rolling out on Copilot+ PCs in the coming months. The source does not make those states interchangeable.

For a deployment review, use a small inventory: exact client version, hardware, runtime, model, tool permissions and release channel. An installed runtime is not proof that a particular assistant invokes it. A hardware preorder is not evidence of sustained performance on your workload.
